Advocate Aleksander Bentkowski, Ph.D. a graduate of the Law of the Wrocław University (1965). Qualified as a judge and advocate (having passed the required professional examinations in 1968 and 1971, respectively, and he obtained a doctor's degree in substantive criminal law in (2006). From 1986 to 1989 he served in the Central Board of Advocates. From 1989 to 2001 he held a mandate of Member of Parliament for four terms of office. In the 1st and the 10th term he was the head of the Parliamentary Committee of Justice; in the 2nd term of office he chaired the Committee of Justice and Human Rights and in the 3rd term he was a vice chairman of this Committee and the chairman of the Committee for Codification of the Penal Code, the Code of Penal Procedure and the Executive Penal Code. From 1989 to 1990 he was the Minister of Justice in the government of Tadeusz Mazowiecki. From 1992 to 1997 he represented the Parliament at the National Council of Judiciary and from 2002 to 2003 he was the President of the Agency for Restructuring and Modernisation of Agriculture. In 2005 he was elected senator of the 6th term from the region of Rzeszów and was the chairman of the Committee for Human Rights and Rule of Law and the Legislative Committee. Dr Beata Sagan is a law graduate from the Faculty of Law and Administration of the University of Silesia (1989). In 1998 she defended her doctoral thesis in business law. From 1989 - 2002 she was employed as the Chair of the Public Commercial Law at the University of Silesia, at first in the position of assistant lecturer and next as an assistant professor. Since 2002 she has been employed by the Faculty of Law and Administration of the University of Rzeszów, the Department of Commercial and Trade Law. Since 2004 she has been the editor-in-chief of the quarterly Ius et Administratio.

Since 2008 Sebastian has been an assistant professor at the Faculty of Law and Administration of the Warmia and Masuria University ( Uniwersytet Warmińsko-Mazurski) and the University of Euroregional Economy ( Wyższa Szkoła Gospodarki Euroregionalnej) in Józefów. He specializes in administrative law, public procurement law, audit and control, analysis of investment processes and wrote ten publications on the control quality and efficiency of administration.
